User Booking & Payment Policy
Last updated October 23, 2026
INTRODUCTION AND APPLICATION
Must Celebrate (MC) is an event-planning, booking, payments and supplier-discovery platform operated by ARCAMOR TECHNOLOGIES OPC (ARCAMOR). This document establishes the terms applicable to the persons and activities described below. Related policies and transaction-specific schedules are incorporated where clearly disclosed and applicable.
Contractual provisions, prices and schedules presented before a transaction are to be interpreted alongside mandatory Philippine law. Nothing herein deprives any person of a non-waivable statutory or regulatory right.
COMMON DEFINITIONS AND INTERPRETATION

PHILIPPINE LEGAL FRAMEWORK
These provisions are interpreted consistently with applicable Philippine law, including Republic Act No. 11967 (Internet Transactions Act of 2023) and its implementing rules; Republic Act No. 7394 (Consumer Act of the Philippines); Republic Act No. 8792 (Electronic Commerce Act); Republic Act No. 10173 (Data Privacy Act of 2012) and its implementing rules; and the Civil Code of the Philippines. Payment and financial-service arrangements are also subject, to the extent applicable to the relevant person or provider, to Republic Act No. 11127 (National Payment Systems Act), Republic Act No. 11765 (Financial Products and Services Consumer Protection Act), Bangko Sentral ng Pilipinas regulations, payment-network requirements, and other binding rules. These references do not assert that ARCAMOR holds a banking, e-money, remittance or operator-of-payment-system license. Mandatory consumer, privacy and regulatory rights prevail over any inconsistent provision.
PURPOSE, SCOPE AND OPERATIVE TERMS
1. Purpose and Contract Structure
This Policy governs payment requests and confirmed bookings of event-related Vendor goods and services by Users of Must Celebrate / MC. MC is a technology marketplace; except where a separate obligation is expressly assumed, the underlying service is provided by the relevant independent Vendor. ARCAMOR is responsible for the platform duties imposed upon it by law and these terms.
2. Eligibility, Identity and Account Security
Users must be at least 18 years old and must give accurate billing and account information. Email verification is ordinarily required for registered accounts. A verified mobile number, one-time password, additional documents or risk-based checks may be required before the first paid booking or other sensitive transaction. Authentication alone does not excuse unauthorized platform activity.
3. Booking Formation and Evidence
A Vendor listing, quotation or availability search is not a confirmed booking unless the displayed conditions have been satisfied. Each confirmed booking shall have an identifier, time of acceptance, Vendor, User, scope, price, date or duration, policy version, vendor-specific terms and recorded transaction status. Email and in-app notifications confirm the recorded status rather than replace the booking contract.
4. Instant Booking
Instant Booking is available only for eligible listings and capacity. Upon the required User payment successfully clearing and the capacity being reserved, the booking may be marked Confirmed without manual Vendor acceptance. If a payment is unsuccessful or capacity cannot be secured, no confirmed booking arises and any authorization or debit is handled according to the payment provider’s rules and applicable law.
5. Vendor Confirmation Booking
A User request under Needs Confirmation or Vendor Confirmation is not a firm Vendor commitment until the Vendor accepts it under the displayed conditions. The required deposit or full payment becomes due after acceptance, unless the transaction explicitly authorizes a different lawful, disclosed process. Unaccepted requests should not be displayed as Paid and Confirmed.
6. Custom Quotes and Amendments
A custom quotation must specify its inclusions, exclusions, validity, payment percentage, delivery dates, applicable cancellation schedule and any additional fees. The booking binds the parties when the accepted quotation and any required payment conditions are satisfied. Material modifications after confirmation require recorded acceptance, and may change the original payment schedule only with appropriate disclosure.
7. Availability, Quantity and Service Timing
Vendor availability may operate by Daily Capacity, Preferred Time, Exact Time Slots or Duration-Based scheduling. Per-hour services must disclose minimum and maximum payable duration and overtime rates. Per-pax services must disclose guest limits and the impact of an increased headcount. Item or rental orders must distinguish Event Date, Delivery Date, pickup, return, setup and dismantling times.
8. Display of Vendor Service Price
Before the User authorizes payment, MC shall identify the selected Vendor, service or package, Booking Value, taxes or additional Vendor charges where applicable, quantity, lead time, service and location, deposit amount, unpaid balance, payment dates, vendor-specific terms and all transaction-specific payment fees. A displayed quote marked “Estimated” remains an estimate until confirmed or fixed by an accepted quotation.
9. Must Celebrate Processing Fee
Unless a transaction expressly displays a different lawful amount, a ₱20 Must Celebrate Processing Fee applies to each qualifying payment transaction where shown at checkout. This User-facing fee is distinct from the Vendor Platform Fee, which is an obligation of the Vendor and is not separately added to a User’s purchase merely because the Vendor owes it.
10. Actual Amount Paid
The Payment Summary and payment history shall separately identify the service portion, Must Celebrate Processing Fee and total funds actually charged. “Amount Paid” means the full amount actually collected from the User for that payment, including applicable transaction fees. “Outstanding Service Balance” means the unpaid portion of the Booking Value, not already-paid processing fees; a future processing fee is not shown as already paid.
11. Booking Downpayment and Remaining Balance
A standard booking may require a 30% downpayment and 70% remaining balance, unless a Vendor, service category, negotiated quote or promotion clearly provides otherwise. The due date for the balance is the date expressly displayed in the accepted booking. Full payment in advance may be available. A User remains responsible for the confirmed balance subject to the applicable cancellation, rescheduling and refund rights.
12. Accepted Payment Methods and Currency
Booking Value and applicable fees are shown in Philippine pesos (PHP). Supported payment methods may include approved electronic wallets, cards and bank-enabled methods offered by PayMongo or another designated Payment Service Provider. Payment method availability, payment-source fees and currency-conversion charges depend on the relevant bank or provider and must not be misrepresented as guaranteed.
13. Payment Authorization, Receipts and Failures
A payment is considered successfully paid only after the payment provider confirms settlement or a successful charge under the relevant arrangement. A pending payment, failed payment, duplicate charge, authorization hold or chargeback is handled through the applicable payment-provider flow, with reasonable customer assistance. Transaction records and electronic confirmation will distinguish paid funds from merely requested amounts.
14. Gift Fund Used for Booking Payment
Where the feature is supported, a Host may apply an eligible Gift Fund balance toward a permitted Vendor booking, subject to Gift Fund controls. A separately disclosed ₱20 Gift Fund-to-Vendor payment processing fee applies to each such transaction where required. Standard Vendor Platform Fees remain payable by the Vendor on the full service contract value regardless of whether the User pays through Gift Fund proceeds.
15. Vendor Service Contract and Policy Acceptance
Before final booking confirmation or final payment authorization, the User will be provided reasonable access to the applicable vendor service description/contract, payment schedule, category-specific CRR schedule, cancellation exceptions, booked scope, and mandatory fees. The User’s electronic acceptance may be recorded with the policy version, timestamp and Booking ID.
16. Changes in Price and Capacity
A Vendor may not increase the confirmed price unilaterally without valid contractual authority and required disclosure. Material technical errors, unavailable inventory or duplicate reservations should be resolved by correction, reconfirmation, cancellation and suitable refund or other remedy as required by contract and law. The User will be given clear choices where practicable.
17. Payment Deadlines and Overdue Amounts
An unpaid deposit or balance may lead to expiration or suspension of booking privileges only as established by the accepted payment terms and applicable CRR Policy. A Vendor may not impose unannounced interest, forfeitures or late penalties. MC shall provide a reasonable means to view due dates and payment status.
18. Cancellation, Rescheduling and Refunds
Refundability, cancellation charges and any reasonable rescheduling fee are governed by the category-specific CRR schedule actually disclosed and applicable to the booking, together with overriding Philippine consumer law. A processing fee is not automatically nonrefundable in every circumstance; its treatment depends on the cause of cancellation, actual processing, promised services, mandatory statutory remedies and any payment-provider reversals.
19. Vendor Nonperformance and Disputes
If a Vendor fails materially to supply the agreed service, the User may report the issue through MC with reasonable supporting evidence. Any refund, re-performance, replacement or other remedy is evaluated under the agreed terms and applicable law. A percentage cap or internal rule cannot extinguish the User’s non-waivable statutory consumer remedies.
20. Fraud, Chargebacks and Account Protection
MC may investigate unauthorized or duplicate bookings, self-referrals, suspicious cards, unusual payment attempts, mismatched customer information, disputed deliveries and possible account misuse. Reasonable holds or verification may be imposed within lawful and provider limits. Users must not abuse chargeback procedures to obtain a service without payment.
21. Data Protection and Transaction Records
ARCAMOR uses booking and payment metadata only for disclosed, lawful purposes under the Privacy Policy, including booking administration, fraud prevention, accounting, consumer assistance and required recordkeeping. Full sensitive card credentials are generally processed by the payment provider rather than stored by ARCAMOR.
22. Complaints and Escalation
Users may submit complaints through MC support and must receive reasonable assistance identifying the Vendor and transaction. MC provides an internal redress route in line with relevant marketplace rules. Nothing here restricts an online consumer from seeking competent regulatory, administrative or judicial remedies under applicable law.
23. Changes to Payment Terms
Changes to general processing fees, supported payment methods or payment policies will be appropriately disclosed before relevant future transactions. They shall not automatically alter a completed and accepted payment or confirmed contract in violation of law.

Acceptance applies to the transaction-specific amounts and obligations expressly displayed and agreed through the relevant flow. A booking request awaiting Vendor confirmation is not an Instant Booking, and no undisclosed additional fee becomes payable merely by accepting this Policy. The actual total collected, including any applicable ₱20 per-payment processing fee, shall be disclosed before payment authorization.
POLICY INTERPRETATION, CHANGES AND STATUTORY RIGHTS
This Policy shall be read and interpreted together with the other applicable Must Celebrate / MC policies, agreements, booking confirmations, transaction-specific terms and disclosures expressly relevant to the User, Vendor, feature or transaction concerned.
Where an expressly disclosed and validly accepted transaction-specific term or applicable Category Schedule conflicts with a general commercial description, the more specific term shall ordinarily govern that transaction, provided it is consistent with mandatory Philippine law. No such term shall override applicable data-privacy requirements or other non-waivable statutory rights.
ARCAMOR TECHNOLOGIES OPC may amend or update this Policy in accordance with applicable law. Updates shall be appropriately dated, made reasonably accessible through Must Celebrate / MC and communicated to affected persons where notification is required.
Unless otherwise required by law or validly agreed by the affected parties, amendments shall apply prospectively and shall not retroactively change confirmed transactions or remove accrued rights and obligations.
Nothing in this Policy excludes, restricts or waives any consumer, privacy, contractual or other statutory right that cannot lawfully be excluded, restricted or waived under the laws of the Republic of the Philippines.
